You can hack any from all of the vehicles in GTA San Andreas with following this steps :
Go to D:\Program Files\Rockstar Games\GTA San Andreas\data directory
You can see a file with handling.cfg name, click it (Make a backup before doing this)
Your OS will ask you how to open this file, choose notepad to open it
Now, you can change anything here, you can change rhino's mass like a NRG
But, you must remember, you must change a value with an acceptable value
